Internet Coordination Policy-2

ICP-2 was developed through ICANN’s Address Supporting Organization (ASO) assisted by APNIC, ARIN, and RIPE NCC.

The ASO Address Council (AC) endorsed this document, and on 4 June 2001, it was accepted by the ICANN Board of Directors as a statement of the essential fundamental principles required for recognizing and evaluating new Regional Internet Registries (RIRs).

ICP-2: Criteria for Establishment of New Regional Internet Registries

Note, the ASO AC also functions as the Number Resource Organization Number Council (NRO NC), and oversees the process of global IP address policy development.  It also advises the ICANN Board on policy issues relating to the operation, assignment and management of IP addresses and appoints two members to the ICANN Board of Directors.

Request to update ICP-2

In October 2023, the NRO Executive Council (EC) asked the ASO AC to establish and manage a process to update the ICP-2 document. This update will be conducted in consultation with each of the RIR and ICANN communities to enhance the RIR system’s accountability to the broader Internet community.

The NRO NC has published the revised draft Governance Document for the Recognition, Operation, and Derecognition of Regional Internet Registries to update ICP-2, using the feedback received through the community consultation and ICANN Public Comment process held from 14 April to 27 May 2025.

You are now invited to share your input on the revised draft until 7 November 2025. The ‘Community Engagement’ page is updated regularly to list all opportunities to participate in these discussions, including through RIR and ICANN events.

First Consultation on the Draft “RIR Governance Document”

The NRO NC invited the RIR communities to share their input on the draft “RIR Governance Document” via regional mailing lists from 14 April until 27 May 2025. An ICANN Public Comment process took place during the same period. The feedback received through this consultation has been summarised and published. This feedback was used to inform the revised draft that is open for consultation until 7 November 2025.

The NRO NC shared updates and information at various online sessions, RIR meetings and during ICANN 83. The links to mailing list archives and session recordings are available on the Community Engagement webpage.

Feedback on Proposed Principles 

The NRO NC invited the global RIR communities to provide feedback on each principle via a questionnaire, open from 8 October until 6 December 2024. The questionnaire allowed respondents to rate each principle from ‘Strongly Disagree to Strongly Agree with room to provide comments on each principle and open comments at the end.

On 24 February 2025, the NRO NC published a qualitative analysis and summary of the community responses received to the questionnaire on the proposed principles to update ICP-2. The summary and the raw data questionnaire are available here.

This draft represents the first major step in the ASO AC’s work of revising ICP-2.

Community Engagement 

Members of the NRO NC/ ASO AC will be participating during RIR and other meetings to further discuss the draft “RIR Governance Document”  and answer any questions you may have.
