I agree with this understanding.

Completely agree. 

And I also sympathise with Andrei’s concern. I think it is important to be very clear about when the transition is considered to be completed. We certainly don’t want to end up with a dormant group for an undetermined amount of time. But it is also important from a broader perspective, outside of the CRISP team to be clear about the end of this process. 

In my view, once the NTIA has terminated their contract, and the RIRs have an SLA with IANA, the transition is complete. Anything beyond that, is implementation or “RIR business as usual”. If there are issues beyond the implementation, then we have other mechanisms in the RIR system (including the review committee) to handle that.
