[CRISP-TEAM] IPR Status for implementation

Thank you for the question. The short answer is no, while the operational communities have agreed to move as efficiently as possible and to complete the implementation before Sep 30th this year.
This is why in the latest update to the CRISP Team, it is expressed that we would like to confirm the implementation steps for IPR.

Details of developments until today are as below:

  Jan 2016
  - As the broad timelines, the three operational communities had agreed to complete work on principals terms and framework by Feb 2016.
