I had suggested changes to address your point (at least that was the intention).
i.e. deleted the part about adressing some IPR action items post-transition
Suggestion:
b) Timing for the actions to be completed
All actions are to be done during implementation (before contract expiry) except:
- Action item 4. needs to be completed before the proposal goes to the NTIA
Below is *deleted*

I believe there isn't any part in the submission to the ICG which mentions about addressing this issue post transition.
