[CRISP-TEAM] IANA IPR Minimum Requirements document - for CRISP Team agreement

Thank you Paul, the document looks good to me - it is clear and concise.

One point, I'd like to raise. We had some discussion on the list
regarding *when* there requirements must be implemented. I think the
agreement was that meeting these requirements should be part of the
transition - i.e. must happen before the contract expires. I think it is
important to reflect this in this document.
