I think the idea is that public data in the IANA registries (e.g.resource records posted on the iana.org website) is accessible for anyone without charge.
This data is available to the general public for free. 

The fees for maintaining the operation of the IANA functions in Article 5: Fees3 of the SLA is a seperate issue and I don't think Steve Crocker is mentioning this point.
In this case, RIRs are paying the IANA as the direct stakeholder and delegator of the IANA Numbering Services (which includes the maintance of the IANA registry for the number resources but also for other IANA Numbering Services such as allocations of its resources).
