In reality, the RIRs have all noticed that we submitted a proposal 
to the ICG, and they will have read it.  But as far as the formal 
process is concerned, they have not been informed of progress.

I strongly urge informing them of what we have done, and what we 
think the implications are for them.  We should also be clear 
that the proposal may be modified in the future, either by us in 
response to an ICG request, or by the ICG as part of preparing a 
combined proposal.
