No, I think we should inform the RIRs now.  We can also mention 
that the ICG may make some changes, but I'd like to give the RIRs 
as much notice as possible.

I think that the new contracts and processes should be drafted 
before the ICG sends its propsal to the NTIA.  They must be ready 
for implementation on the day of the transition.
