I agree either solution will be logical and consistent.
The landing page with choices to PDF, html, text would have been my
prefered solution if we did this for all past drafts but due to the
current style we adopt, I prefer less changes and possibly less
confusions for those familiar with links for past drafts. i.e, link to
the PDF for the URL from the announcement, seperate URLs for text and html.
German, I will send a seperate thread to NRO secretariat alias with
summary of requested changes, including posting of the issues list.
