Perhaps we want to make this consistent with links for the first and
second drafts?
We now have all of these links go to the PDF version and we provide
seperate links for text and html.
e.g.
https://www.nro.net/crisp-proposal-first-draft
http://www.nro.net/crisp-proposal-second-draft
I don't have strong preference about the landing page as long as it's
consistent with the past two drafts.
