I agree with that.

Could we also make the URL 
<https://www.nro.net/crisp-final-proposal> go to a landing page 
where people may choose the TXT, HTML, or PDF version.  It 
currently redirects to the PDF version.

Since the actions were all performed in the past, we should change 
"to be published" or "to be sent" to "published" or "sent".
