The agreed text (and with that, I mean the text we have been discussing on our teleconferences and on the mailing list that we reached consensus on) was:

It is expected that RIR staff, as the contractual party of this agreement, will draft the specific language of this agreement. During the drafting process, the RIRs are expected to consult their respective RIR communities.
