I support all Nurani's changes, but in section IV.B, I suggest 
writing "essentially a Service Level Agreement for the IANA 
Numbering Services" instead of "essentially an IANA Numbering 
Services Service Level Agreement".  I think that the juxtaposition 
of "Services" and "Service" makes the sentence dissicult to read.
