I suggest a new section, titled "Glossary", to be added between
"Abstract" and "0. Proposal Type".

Yes please!  Please send a redline document with changes relative 
to Bill's "BW7" document.

If you look at my comments, in file names "CRISP 
Team Proposal-BW7-apb-notes-3.doc" and "CRISP Team 
Proposal-BW5-apb-notes-1.doc" sent in recent email messages, 
you will find a lot of places where I have added a note saying 
"Definition".  Such notes mean either "Here's a term that 
should be defined" or "Here's some text that may be useful in a 
definition".
