I agree with Nurani that, in this sentence, we should use the 
same phrase that the NTIA IANA contract uses.  However, we will 
then need to clarify that our phrase "IANA Numbering Services 
Operator" means the same as the NTIA's phrase "IANA Operator for 
Internet Number Resources".  This is another thing to go into the 
definitions/glossary section.
