I believe that Bill has not been editing with the Change Tracking 
feature turned on.  I believe that the redline versions Bill has 
sent have been created simply by comparing two versionsof the 
document.  Anybody can do that for themselves.

I don't know the procedure in Microsoft Office, but in LibreOffice I do
this:

1. Open the NEW document.
2. Select the Edit -> Compare Document menu option.
3. A file selection dialogue opens.  Select the OLD document andconfirm.
4. A redline document is created in memory.
5. Just review it in memory, or use the
   File -> Save As menu option to save under a different name.
