Thank you very much for this document, Bill.  I have reviewed 
section I so far, and will continue with other sections, but I 
wanted to share my early comments now.

I attach a .doc file with embedded comments.

Contrary to what we discussed in the call yesterday, I now think 
that we should have a separate section of definitions.  We could 
list the expansions of all acronyms, and the definitions of 
Multi-Word Capitalied Phrases, and descriptions or definitions of 
a few terms like RIR, NRO, NRO EC.  I have started making a list 
of terms that I think need such treatment, as one of the comments 
in the attached document.
