It's out of scope for the CRISP Team.

The ICG may want to consider the implications of the US Congress's 
decision to deny any funding to the process of relinquishing the 
NTIA IANA contract.  It may be that the NTIA can do it without 
funding (perhaps ICANN can pick up any costs), or it may be that 
the entire process will be delayed, but either way it's out of 
scope for the CRISP Team.
