Please take a look at the ASa edit, and w.r.t. the hyperlink issue, I'm not
sure what the NITA will be using but in Adobe 11.0.10, on Mac OS x 10.9.5

appears on my system to render either without a - or an extra NRO (from the
next line).

It doesn't do this via OS x preview. Please see if you can reproduce this
behaviour.

Not sure how it renders on Windows. But may be worth debugging for Govt.
types as you want all the links to be clickable for them (in spite of PDF
readers issues ;)
