Ok thanks Izumi. After having consulted with another ICG member (Patrik Fältström), I suggest that we communicate where we are in the timeline to the chair, but that we do not forward the actual draft at this point. 

As you say, it can possibly create confusion and it may be unclear what the purpose is. (We are not seeking input from the ICG on the draft.)
