[CRISP-TEAM] 2ND CRISP IANA PROPOSAL Draft - CRISP Review

Hello Michael,

Thanks for sending this out, great work, Michael. It is really coming
together nicely. I have a few comments:

Firstly, I agree with all the points that Nurani has raised and question
the change in section II.A (bullet 3) and the corresponding section.

In section III.A.3., besides the title change, the last bullet in the
second paragraph -  "Jurisdiction will be dependent on the chosen IANA
functions operator" Microsoft Word - CRISP IANA PROPOSAL Draft
08012015-redline.docx seems a little unclear and could be open to
misinterpretation.

I think this is something that will be negotiated by the RIR Directors
and their legal teams. I propose to simply remove this bullet point to
steer away from any confusion as I don't think it adds anything
substantive.
