I like consistency.  I notice things like a sentence with only one space
after the full stop while other sentences have two spaces, or vice
versa.

There's probably not time, in the next few hours, to make all the URL
references use consistent styles, or to convert them to footnotes, but
I think we can address that in between the second draft and the final
version.

However, if we are planning to move things to footnotes later, then we
should probably say so in today's announcement.
