Did you want this added just before the last sentence in this section?

With some editorial changes, I think it's fine. 

And since there's nothing new or controversial in there, maybe we can even get it into the second draft. I think it might be harder to add text after the publication of the second draft. 

I think we need to end with the sentence about that we believe we have consensus on this proposal.
