to state the principle such as:

It is important that conditions in the contract is defined so that RIRs,
as the direct stakeholder of the IANA function on the number resources,
are able to periodically review the IANA operator. If the RIR community
have any issues with the IANA operator and the SLA is not sufficiently
met, conditions defined in the contract, including termination clause
and review of the SLA, should be defined in so that RIRs can make
adequate decisions such as to look for a new operator.

If approriate, it can perhaps be added before the paragraph of "It is
expected that RIR staff will draft..."

What are your thoughts?

I don't have strong feeling for the exact wording and this is simply
trying to catch the sentiment of the discussoins at the 9th call.
(Personally, I'm OK with the current revision you sent to the list.)
