[CRISP-TEAM] Fine-grained numbering

In our second draft proposal, please could we have fine-grained section
numbering.  I'd like to have no more than two or three paraghraphs under
each numbered section (and introduce more levels of numbering hierarchy
as necessary to make this possible), so that people can refer to a
particular paragraph by giving its number.  It's much easier to refer
to "Section 1.2.3" than "The fourth paragraph on page 5" or "The second
paragraph under the XXX subheading in section 2".
