[CRISP-TEAM] Draft text in the response reflecting the IPR issues

Colleagues,

Please find attached a red-lined version of the latest draft that
includes the IPR issues. Please note that while the bulk of the
amendments is in the section III, I felt the need to describe the
dependencies on IANA/IANA.ORG in section I (otherwise - why do we care?).

You will notice that along with these amendments I made some
restructuring of section III - introducing subsections corresponding to
the main elements of the proposal - to make it more readable.
