The question is focused on DNS, but I think that our response
should be broader. I like most of Nurani's text, but I suggest
editing to clarify that we are concerned with more than DNS
stability. It's also not clear whether "this critical element"
means "the DNS" or "what the RIRs do". I propose the following
wording:

No changes are proposed in this document that affect the security,
stability, and resiliency of the DNS.
This proposal is chiefly concerned with Internet number resources,
which also need security, stability, and resiliency. The
existing operational and policy-making structures relating to
management of the global Internet number resource pools have
served the Internet community well over time, and the RIR
communities have strongly expressed a desire for stability and
operational continuity of this critical element of the Internet
infrastructure. Accordingly, this proposal suggests minimal
changes to existing processes.
