Alan, I like the brevity of the comments and agree with them.

One thing, you suggest:

I think "significant" and "stability" could raise an unnecessary alarm.
I suggest:

In the event that different IANA operators are chosen by different
communities, then coordination will be required to ensure coherency (of
IANA registry system/IANA operations).
