[CRISP-TEAM] Missing element in section IV

Section IV of the ICG RFP included this bullet point which was not
addressed in the CRISP proposal:

     *  Description of how long the proposals in Section III
        are expected to take to complete, and any intermediate
        milestones that may occur before they are completed.
