I support this new text.

I think that these messages (both this one, in response to 
Guru Acharya, and the other one in response to Richard Hill) 
should be sent to the ianaxfer list as well as the icg forum.  
The ICG secifically asked us to consider the messages sent 
to icg-forum as if they had been input to our process.  (See 
<http://forum.icann.org/lists/icg-forum/msg00025.html>.)
