I think we need to put some efforts in demystifying this "single IANA"
thing. While there is certainly synergy between its different parts and
there are factors like economies of scale, the three classes of IANA
registries are only loosely related. There are overlaps and the CRISP
and the IETF proposal document it. And I think that is where the focus
of this issue should be.
In my view, integrity of the IANA is not ensured by a single contract
(i.e. NTIA-ICANN), nor even by a single operator running it (BTW,
already today one of the IANA registry - ENUM - is operated by the RIPE
NCC), but rather by the commitment of the operational communities to
coordinate, especially in the areas of overlap.
We may want to think how to articulate this commitment better.
