Izumi, I think you can announce it to the ianaxfer list.  Perhaps 
it could be added to the news section of the NRO web site later.

The Afrinic Board made the initial appointments, after calling 
for nominations or volunteers from the community.  I informed the 
Board of the need to appoint a replacement for me, but I have not 
heard when they expect to do that.

I think that the announcement of a new appointment should come 
from the NRO or from the Afrinic Board.  I'll remind the Afrinic 
Board again.

However, I think that the announcement of a new vice chair can 
come from the CRISP Team.
