Thank you, German, that looks fine to me.

Please let me know when this is published, so that I may bring it 
to the notice of the ICG.  In particular, I think that the diagram 
of before and after accountability mechanisms will be useful.

There is an ICG meeting early on Wednesday morning.  If the entire 
document wll not be published by then, perhaps I could share just 
the diagram with the ICG?
