The CRISP Team,
I have received a request for interview from the US Government Accountability Office.
You can find the details as attached.
They are making the same request, looks like with the same questions to Names and ICANN Accountability CCWG Chairs (I don't know about the protocols as I haven't explicitly confirmed).
I am aware that the names and accountability chairs have accepted the request.
I would like to confirm whether it would be appropriate to accept this request (personally I think we should) and anything to note if accepting the request.
In case of accepting this request:
- I would like the Vice-Chair at the time or Alan to join me in the call
- I will consult with the CRISP Team on responses to the questions in advance
- I will share notes of what was discussed
Another agenda for the coming CRISP Team call, and I would appreciate your feedback online before the call as much as possible.
I would like to respond within this week.

While there have been some bills introduced in Congress related to GAO and the proposed IANA transition, so far, none of those bills has become law. We are involved in our current engagement on the proposed transition at the request of the House Committee on Energy and Commerce-Chairman Fred Upton, Vice Chairman Marsha Blackburn, Member John Shimkus-and its Subcommittee on Communications and Technology - Chairman Greg Walden. In addition, Rep. Mike Kelly and Rep. Todd Rokita are requesters for this work.
Our objectives are as follows:
(1) What process is being used to develop a transition proposal, and how is the process considering risks associated with the transition, as identified by stakeholders?
(2) How is NTIA planning to use its core requirements to evaluate a transition proposal, and what, if any, additional criteria could help NTIA with this evaluation?
Our basic methodology is to review documentation and interview a variety of stakeholders, including officials with multiple federal agencies, ICANN, and others with technical expertise or an interest in the IANA functions, and to monitor the transition process. We are also evaluating various established GAO criteria that might be applicable. As Chuck mentioned, we are planning to complete a product in July 2015.

You may remember meeting my colleague, Alwynne Wilbur, at ICANN 52 in Singapore.
The U.S. Government Accountability Office (GAO) has been asked by the U.S. Congress-the Chairs of the House Energy and Commerce Committee and its Communications and Technology Subcommittee-to review the National Telecommunications and Information Administration's (NTIA) proposed transition of key Internet technical functions to the global multistakeholder community. We are meeting with knowledgeable people and organizations to gather information for our work.
We would like to meet with you to discuss the proposed transition from the perspective of the CRISP team working group and the numbering community. I have attached a list of questions, to give you a better idea of the topics we want to discuss with you, and I'll provide a teleconference line after confirming your availability. In addition to the discussion, we would also welcome written responses.
Would you be willing to meet with us for a one-hour call on one of the following days? (see below) Our GAO team is located in Washington, DC and Dallas, TX so it seems that based on our time differences among us, a good time slot may be 8:00 JST (19:00 EDT). Please advise you prefer a different time or day. We had originally hoped that CRISP vice chair Alan Barrett might also be able to join the call, but this might be challenging with the time differences-please advise if this would be helpful and if a particular time slot might be convenient.
