[CRISP-TEAM] Tracking discussions on NRO-IANAXFER

Thank you John. This is very helpful to confirm the status of
discussions at ianaxfer at nro.net and which issues we still need to address.

FYI, I added a few columns which seemed useful to me, such as date of
the initial post, CRISP Team's reponsonse status on the global ML and
our consideration status of the issue itself. Let me know what you think.

I also wonder if it's useful to keep track of the thread title of each
issue being raised, so that we can track the details by thread title if
necessary.

I really appreciate that you've helped us with this working through
Christmas.
