[CRISP-TEAM] Section V NTIA Requirements Re: Updated proposal draft - reordering answers edit

I wonder if we feel we have properly answered Section "V. NTIA Requirement".

I feel this section is a little weak, even though it is very important 
we explain we meet the criteria set by NTIA.

This is beyond editorial review, so let's leave it as it is when 
publishing edited version, but we should address it for the 2nd draft.

What do you think, CRISP Team?
