[CRISP-TEAM] Suggested text: Review Commitee

I spoke to Nico. I believe that he just want to replace the phrase ¨The 
NRO Executive Council may establish a Review Committee¨ for another 
language: ¨The NRO Executive Council shall establish a Review Committee¨.

¨Shall¨ instead of ¨May¨

And I also agree with the proposed text.
