I am not sure I agree with this suggestion.

- First of all, I do not think that "the existing NTIA contract for the
IANA services for the Internet number registries also provides a point
of oversight for the policy authority for the Internet number registry
system".  NTIA contract merely imposes an obligation for the IANA
operator to comply with the bottom up procedures. The NTIA has no role
in the gPDP.

- My second point is that indeed, ICANN has a dual role: in the gPDP and
also as an IANA operator. In my opinion that makes it even more
important *not* to mix policy issues with the IANA function, which is
the focus of this transition. The NTIA contract explicitly calls for
such separation, see "C.2.5 Separation of Policy Development and
Operational Roles". If we want to reinforce this, we may reflect some of
the language of that section in the response and/or in the contract/SLA.
