Hello CRISP Team,
Given our short turnaround time and hoping to have as complete a draft proposal for submission to the community, I’ve taken a look at the language in Section III that referenced the AOC elements and issues. I’ve tried to capture what was discussed and agreed in the call today; however, please comment on any desired edits or if I’ve missed anything. I know Andrei had some thoughts on this, so I hope I’ve given a good starting point on this language and look forward to everyone’s comments. I am happy to work on the comments as well in the meantime.

While it has not been utilized with respect to Internet number registries, the existing NTIA contract for the IANA services for the Internet number registries also provides a point of oversight for the policy authority for the Internet number registry system. While the RIR community has strong, existing accountability mechanisms on policy development (including the independent review of global policies by both the community-based ASO AC as well as the ICANN Board), the RIRs and ICANN (as the entity in its coordination role that is providing ratification of global number policy) should mutually reaffirm their commitment to open, transparent, and accountable global number policy. This reaffirmation can be contained in the contemplated agreement between the IANA functions operator and the five RIR’s.

To resolve the inherent conflict with the contemplated IANA functions operator (ICANN) serving both a role as a contractor and as a body responsible for ratifying globally approved policies under the gPDP, an amendment to the ASO MOU is proposed to remove ICANN as the ratifying body under the gPDP.
In addition, the immediately preceding paragraph may need to adjustment if the group finds this replacement text acceptable. I look forward to your comments.
