Originally the MONC proposal at the LACNIC region 
http://www.lacnic.net/web/transicion/inicio conceives the MONC as a 
¨Oversight Multistakeholder Council that is refrerred at the MoU between 
RIRs and IANA Operator.

We are trying to erase this ¨requirement¨ and let the NRO-EC to create a 
concil in a less formal way.
