[CRISP-TEAM] CRISP Team - Updated Draft Proposal

Hello CRISP Team,

Please find attached a redline and clean version of the updated proposal draft for your review, consideration and comment.  A couple of items to note:

(1) I attempted to include any agreed upon/commented text from the mailing list;
(2) With regard to certain issues that appear to still be in discussion, I did not include any draft text but can do so once these issues have been discussed and resolved, likely on the call;
(3) I reviewed reordering responses on a point-for-point basis to the requirements of the RFP – I can continue working on this but did not make any changes in the interest of time as it looks to be more than just rearranging of text and will likely need addition of text/clarification; and
(4) I included Afrinic’s and APNIC’s material for section VI, ARIN and LACNIC are still needed.

I’ve tried to include as much of the resolved issues and items as possible based on feedback from other CRISP team members.  If you have any questions, please let me know and if you have any further desired edits or notice anything I may have missed, please speak up.
