In answer to Izumi's question above, I believe that Andres meant
"diversity" of approach, to the composition of this council between the
different regions.

I very much appreciate Andres and LACNIC's approach of working
collaboratively to reach an outcome that can be acceptable to everyone.
The details described by Andres in his email are totally consistent with
the summary I provided earlier, and reflect the discussion that the RIR
staff had in Mauritius recently.
