Michael,

Thank you very much for agreeing to incorporate the proposed changes.

When working on the IETF response, we were advised that we should answer
the questions of the template point by point.

For instance, in Section IV

·       Description of operational requirements to achieve continuity of
service and possible new service integration throughout the transition.
·       Risks to operational continuity and how they will be addressed.
·       Description of any legal framework requirements in the absence
of the NTIA contract.

all should be answered separately.

Although in the interest of time we may leave it to the second revision.
