The public may be expecting us to use the ianaxfer at nro.net list,
and I think that we should at least keep that list informed of
progress.  For example, we could or should post minutes of meetings,
notices of meetings, and draft documents.

I would have no objection to opening this list (crisp at nro.net)
for read-only access by the public.
