[CRISP-TEAM] Input for discussion: a drafty-draft

Many thanks Andrei, Michael for taking this initiative.

I encourage all in CRISP Team to take a look, including those who have 
not volunteered in drafting, and share inputs you have at this stage.

While a coordinated draft is prepared by Michael, Craig, Andrei and 
Esteban at the moment, feedbacks on this version helps, especially if 
you have any comments on description of existing mechanisms, which is 
less likely to need coordination of regional differences.

Michael, this makes sense and sounds practical to me unless anyone 
identify issues they want to raise.
