World Summit on the Information Society
The World Summit on the Information Society (WSIS) was held in two phases. The first phase of WSIS took place in Geneva from 10 to 12 December 2003, where 175 countries adopted a Declaration of Principles and Plan of Action. Internet governance emerged as one of the leading discussion issues.
The second phase of WSIS took place in Tunis from 16 to 18 November 2005, where participants published the Tunis Commitment and Tunis Agenda for the Information Society.
In the end, WSIS participants decided that ICANN will continue its day-to-day management activities and the UN Secretary-General will convene an Internet Governance Forum (IGF) to discuss other issues.
